And I don't have an answer. But NOT having a written plan for when you die, a pet Will if you will, means you are just putting a heavy burden on someone else and doing the worst possible thing you can do to your pets.
I do not, btw, have a written pet plan. If Dana and I get run over by the same bus we're in trouble. I need to fix that and don't really know how but have no intention of acquiring any more pets until I do know.

I think having a monthly allotment to begin a legacy that will either support them or be contributed to supporting others is the way to go.
